What role did Johnnie Hoskins play in the development of speedway in the UK in the late 1920s and when did he start coming to the forefront in the British sport?

I do not consider J Hoskins "invented speedway" as I think the sport evolved from the other things going on at that time. In one report I have read he is suppsed to have ridden in the first ever race and everyone crashed on the first bend, however other reports say the early races were on handicap, so how did everyone get to the first bend at the same time ? Other people were responsible for speedway in the U K from High Beach 1928 onward, they just didnt tell the tales in the same way. As far as I know he was manager of Wembley & West Ham in the early days having been invited to do these jobs by the promoters at the tracks concerned.
