Was this team Tooting Tigers at one time using a track built in the Wimbledon Stadium car park? I think they operated between 1948 until about 1955.

Yes, they did ride at Wimbledon Stadium but moved to Garratt Park in about 1955, when that track was built by the council. The track is still there but unused.
They fell foul of the cycle speedway authorities in about 1959 and changed their name to Southern Nomads in about 1960 and disbanded soon after.

Is this the track behind the police station?

The track was shared by Tooting Tigers and the South London Rangers. After South London disbanded a new club just known as Wimbledon rode there for a few seasons.
Since Wimbledon disbanded, the track has been unused.
I believe that it is approached via Siward Road
